Suggested rewording of the final paragraph:
To help achieve North Herts net zero targets, development proposals should prioritise circular economic business models, sourcing reused materials or materials with a high recycled content. Developments should aspire to zero waste to landfill, but first maximising opportunities for prevention, reuse or recycling. This can be achieved by working closely with supply chains during the design phase to eliminate wasteful practices.

" A template has been produced which applicants will be expected to include at the Pre application stage with updates at subsequent stages of the application process." << YES! great to see the GLA template included. However, I'm lost as to the scope of this SPD, will it include extensions that require planning permission? If yes, how will small contractors be supported to complete this information? Will a simpler calculator be shared?

recommend merging repetitive content into first paragraph
"The District has a range of nationally and locally designated sites including 7 Sites of Special Scientific Interest (SSSI)[9], 9 designated Local Nature Reserves (LNRs) and over 300 designated Wildlife Sites (LWS). Additionally, there are watercourses including rare chalk stream habitats, woodlands, trees, parks and open spaces are interspersed throughout the District."

In it's current form the point about using facade treatments and materials conflicts with the earlier statements about circular economy.
"It is important for new development to relate to the local heritage and cultural context... Development should conserve and enhance (where appropriate) the significance and setting of local heritage assets and reflect the local vernacular,..., the treatment of facades, materials, and architectural styles."
Suggest that some form of statement like "modern day interpretations to complement the local vernacular are encouraged where they have a demonstrably lower impact over their lifetime."

I'm not convinced that leading with Passive Solar gain is the best recommendation because it encourages excess use of materials, by increasing roof overhang, and using high thermal mass materials. This could be misinterpreted, and cause overheating in homes due to large south facing windows without shading, and low thermal mass buildings that will heat up too quick. Suggest a masterplan overview indicating effective orientation of buildings, and other points highlighted below the current diagram.

YES! > particularly like the reference to Grown in Britain, and hempcrete>> I haven't read further yet, but if there are case studies of larger scale development using low carbon materials, it would be helpful to highlight them here.

It seems strange to put construction measures alongside operational water use. How about refering to something like the Construction Industry Products Environmental manual, rather than repeating best practice content. https://www.cip-books.com/product/construction-environmental-manual/ (Full disclosure, I'm on the review panel for this document) > other resources are available.
