1 Introduction

National Highways interests lie with the Strategic Road Network (SRN), in this case the A1(M). The boundary of Codicote parish does include a small section of the SRN and the most likely point of access is Junction 6 at Welwyn.
Broadly speaking, there are no issues with the submission and in general it seeks to promote sustainable travel which is welcomed. Notwithstanding this, it is questionable that despite repeated references to congestion and high traffic flows that policy COD 6 for Village Car Park is considered “essential infrastructure”. The provision of a car park would encourage and attract private car trips to the area and thus be against national policy for the promotion of sustainable travel. It is recommended that this need for a car park is removed and replaced with other mitigation measures to address the pavement parking problems evidenced in the report. Such measures could include Traffic Regulation Orders, strategically placed bollards/planters or white chevrons to dissuade parking.
