Proposed Main Modifications

Anglian Water welcomes the proposed modification to Policy SP15 to include reference to the preparation of an odour assessment to ensure that there is no adverse impact on the future occupiers and residents of this site. The proposed wording is consistent with that suggested by Anglian Water as part of our response to the Proposed Submission Local Plan and included in the agreed Memorandum of Understanding with Anglian Water (examination document MOU2).

This modification addresses our previous concerns relating to Policy SP15 of Proposed Submission Local Plan.

Anglian Water was supportive of the wording of Policy D1 of the Local Plan as submitted. The modifications as proposed do not change the overall objectives of this policy in relation to the provision of infrastructure provision. Therefore the modifications to Policy D1 are supported.

Anglian Water was supportive of the wording of Policy SP11 of the Local Plan as submitted. The modifications as proposed to the related supporting text includes reference to comments previously made by Anglian Water and the Environment Agency regarding optional higher water efficiency standard. Affinity Water is the incumbent water company for the North Hertfordshire District with an existing water transfer from the Anglian Water area.

The modifications to paragraph 9.12 are consistent with our previous representations and are supported.

Anglian Water was supportive of the wording of Policy NE8 of the Local Plan as submitted. The modifications as proposed do not change the overall objectives of this policy in relation to the provision of Sustainable Drainage Systems. Therefore the modifications to Policy NE8 are supported.

We note that it is proposed to amend the text of paragraph 11.58 to include reference to the Council consulting Internal Drainage Boards in relation to the risk of flooding and surface water run-off.

Anglian Water is identified as a (flood) risk management authority and would wish to be consulted on major development proposals which interact with foul and surface water sewerage infrastructure in our ownership. We would also comment on minor development proposals where specifically requested by District Council.

It is therefore suggested that the proposed amendment to paragraph 11.58 should include reference to all relevant bodies including Anglian Water as follows:

We note that it is proposed to amend the text of paragraph 11.59 to include reference to the applicants consulting the Lead Local Flood Authority and Internal Drainage Boards at the earliest opportunity to ensure SuDS are included at the design stage.

Where surface water management proposals interact with Anglian Water's sewerage infrastructure we would wish to be involved in any discussions with North Hertfordshire District Council and the applicant relating
to surface water disposal.

There a number of options available for management and adoption of SuDs features and applicants can apply to Anglian Water to adopt SuDs features where it forms part of public open spaces. This is also likely to come more common following the Sewers for Adoption Version 8 which includes SuDs for the first time.

We are supportive of early engagement and the incorporation of SuDs at the design stage but would ask that reference is also made to Anglian Water.

It is noted that it proposed to include reference to the preparation of a detailed drainage strategy for this allocation site consistent with the wording including for other allocated sites in the Local Plan.
