The overall vision of the Preston Neighbourhood Plan is broadly supported by the Highway Authority.
The development and encouragement of sustainable modes and improved accessibility is an inspiration supported by HCC. Opportunities to develop a multi-modal approach towards sustainable transport should be explored to ensure that these principles and identified infrastructure and behavior can be secured as through the planning process.

Policy EH3: Conservation Areas and Heritage Assets

The County Council recommends that Policy EH3 should:
be clarified with regard to the identification and assessment of non-designated heritage assets, to ensure compliance with the NPPF, paragraphs 126-141 and National Planning Practice Guidance;
include specific mention of below-ground heritage assets with regard to designated and non-designated heritage assets.
Recommend that amendments are also made to the text to reflect paragraph 128 of the NPPF and to Appendix C.3: Built Environment.

Some concern that some of the policy wording is confusing and repetitive.
Policy EH5 and Policy EH9 are worded the same with the exception of the additional reference to Sites of Special Scientific Interest and Local Wildlife Sites in Policy EH5.

With regards to the "Natural Environment" there should be a greater understanding and reference to local landscape character. There are landscape character assessments that describe and evaluate distinct landscape areas - the objectives set out in these documents should inform the aims and policies of the neighbourhood plan.
Where development proposals are likely to have an impact upon landscape, the neighbourhood plan should require developers to produce a landscape and visual impact assessment in line with good practice.

Policy EH7: Views and Vistas

The identification of important local views and vistas is fully supported. It is advised that where development proposals are likely to have an impact upon visual amenity, the neighbourhood plan should require developers to produce a landscape and visual impact assessment in line with good practice guidance.
