Pirton Neighbourhood Development Plan 2011 - 2031
Policy PNP 7 - Key Views and Vistas
Representation ID: 6396
Received: 22/03/2017
Respondent: Gladman Developments Limited
Policy PNP7 is overly restrictive (due to the number of key views and vistas identified and the requirement to keep these views "unspoilt") and does not align with the pro-growth ethos of the Framework.

Policy PNP 6 - Local Green Spaces
Representation ID: 6397
Received: 22/03/2017
Respondent: Gladman Developments Limited
Object on the following grounds:
allocation of Local Green Space should not be used to restrict future sustainable growth;
do not consider that the evidence supporting a number of the proposed designations is consistent with all three tests required by paragraph 77 of the NPPF; and
no evidence produced to demonstrate how parcels of land designated as Local Green Space are considered to meet the necessary requirements.

sections 2.2 and 2.13 are overly restrictive; and
the policy would act as a restraint to future sustainable development.

Policy PNP 1 - Meeting Local Need
Representation ID: 6399
Received: 22/03/2017
Respondent: Gladman Developments Limited
Object on the following grounds:
the thirty dwelling restriction is unjustified due to the lack of sound evidence;
policy does not accord with the positive approach for sustainable development required by the NPPF;
the requirement that all development proposals include self build plots unless full justification is provided; and
the inclusion of a defined, overly restrictive settlement boundary.

1. PLAN BACKGROUND
Representation ID: 6400
Received: 22/03/2017
Respondent: Gladman Developments Limited
Land at Holwell Turn should be included within the Pirton Neighbourhood Plan as a potential allocation, with a secondary position for the site to be considered as a reserve allocation due to unresolved objections with regard to the emerging North Hertfordshire Local Plan.

Pirton Neighbourhood Development Plan 2011 - 2031
1. PLAN BACKGROUND
Representation ID: 6401
Received: 22/03/2017
Respondent: Gladman Developments Limited
The Pirton Neighbourhood Plan needs to ensure that it allows sufficient flexibility so that it is able to react to any potential changes that may arise through the North Hertfordshire Local Plan examination.
Further consideration should be given to the inclusion of additional allocations or housing reserve sites within the Pirton Neighbourhood Plan due to the uncertainty regarding the objectively assessed need for North Hertfordshire and the fact that the District is heavily constrained be designations such as green belt and AONB.
