It would be helpful if the Neighbourhood Plan had numbered figures and plans to clarify which graphic material is being referred to. Paragraph 1.3.6 refers to a map on page 4 but the plan that is currently on page 4 of the printed document only shows the draft village boundary, whereas the Neighbourhood Plan clearly should relate to the whole of the designated Neighbourhood Plan area i.e. the whole parish. Numbered plans and figures would bring more clarity.

The Neighbourhood Plan appears to be based on, and is in general conformity with the Local Plan Preferred Options, 2014.
Greater clarity is required in the Neighbourhood Plan about what level of development is being planned for and how this relates to the emerging Local Plan.

Policy needs to be clear that it only relates to new sites and not existing allocated or committed sites. Additional wording is required to clarify the application of this policy to avoid any confusion.
The evidence base for the policy approach to housing mix is a comparison of the dwelling stock with Hertfordshire and England. The housing stock is comparable with other Category A villages - seeking to replicate a countywide or nationwide average in Pirton may not necessarily improve the housing market.

Tone of policy is restrictive. More flexibility is required and more emphasis on responding to the specific surroundings.
Density measurements should be treated with caution.

The proposed village boundary is set out on two separate plans in section 1 of the Neighbourhood Plan. To ensure consistency with policies in the emerging Local Plan, the October 2016 village boundary should be included in the Neighbourhood Plan.
