Local Plan 2011-2031 Proposed Submission Draft

Policy T2: Parking

Representation ID: 85

Received: 19/10/2016

Respondent: Dr Geoff Lawrence

Representation Summary:

Parking allocations are set for houses but not for the access roads. Already dangerous roads near the centre of Knebworth need big improvements.

Full text:

So what obligations for parking along the narrow through roads in most settlements, Knebworth especially, will be imposed? Parking allocations get set for the houses, but never for the access roads; we know well, like the narrow Park Lane linking Codicote, Old Knebworth with Knebworth "Centre", the school, church, surgery etc there; wow, will those already dangerous access roads reaching the Centre need some big improvement!!You just try walking with a push chair and a toddler on the way to school etc through that railway "pinch-point"!!

Policy HS7: Gypsies, Travellers and Travelling Showpeople

Representation ID: 86

Received: 19/10/2016

Respondent: Dr Geoff Lawrence

Representation Summary:

Support for HS7 on the grounds of:
- accommodation for gypsies is critical
- name sites, at Knebworth would be welcomed

Full text:

Accommodation for Gypsies, as unwelcomed as they might be, really is critical. Name sites! I'd welcome one somewhere in the mix in Knebworth.

Policy NE7: Reducing flood risk

Representation ID: 87

Received: 19/10/2016

Respondent: Dr Geoff Lawrence

Representation Summary:

Support Policy NE7:
Orchard Way/Broom Grove in Knebworth, floods frequently. Not surprising, given these houses were built on a Chalk Bourne, one that appears on the National Risk Map. Apparently, the problem is exacerbated by the County building the A1 Motorway over the upper reaches of the Bourne without any sluices. Let's hope the regulations re-potential flooding are enforced more rigorously for the development that this Plan proposes!

Knebworth

Representation ID: 88

Received: 19/10/2016

Respondent: Dr Geoff Lawrence

Representation Summary:

Support for allocations at Knebworth on the grounds of:
- economy
- opportunities
- housing for children and grandchildren
- support subject to associated infrastructure delivery

Full text:

Oh dear, we really do need this development for the future of the 'village' s ' economy, opportunities, homes for our children and grandchildren. But the worthies and unworthies of Knebworth will oppose, even so, if the associated infrastructure is not a commitment in the Plan, it will fail. I would then depart for somewhere more progressive.

KB1 Land at Deards End

Representation ID: 89

Received: 19/10/2016

Respondent: Dr Geoff Lawrence

Representation Summary:

Support for KB1 on the grounds of:
- use of forgotten land
- support contingent on safe access to Park Lane and Stevenage Road

Full text:

It uses chunk of totally forgotten land. But a safe access to Park Lane in the South and Stevenage Road in the North is vital. So what is proposed?

KB2 Land off Gypsy Lane

Representation ID: 90

Received: 19/10/2016

Respondent: Dr Geoff Lawrence

Representation Summary:

Support for KB2 conditional on highway access - new road suggested

Full text:

Perfect site, but the access road is key. It seems to me, only a new road off the London /Road south of Knebworth, under the railway and northward to tis site is the only safe solution. It's costly, but vital, so needs to be defined in the Plan as an obligation.

KB3 Chas Lowe site, London Road

Representation ID: 91

Received: 19/10/2016

Respondent: Dr Geoff Lawrence

Representation Summary:

Support KB3: Consider mixed use development to enhance village centre

Full text:

This site s critical to a successful new Village Centre. Why not designate it special status; a mixed residential/retail off-road precinct, somewhere to sit, get coffee and cake sort of thing! The Plan talks about the importance of Settlement Centres...here's a chance to put some meat on that proposal.

KB4 Land east of Knebworth

Received: 19/10/2016

Respondent: Dr Geoff Lawrence

Representation Summary:

Support for KB4 although conditional on highway considerations

Full text:

Again, perfect site, as long as the access roads and junctions to the main road (or a by-pass) are assured in the Plan.
