This modification is a good addition to the local plan. We note that siting and layout that minimise commuting distances and rely on “well-connected footpaths and cycle ways” would greatly reduce dependency on new highway infrastructure.

It is most important to deliver housing that is pleasant to live in, that fits in with the area, has adequate amenity space and provides the infrastructure to serve the community. This policy also highlights the continued need for local consultation by local people.

SP9 a. In a planning environment where a Local Plan can be 10 years delayed, a 'Strategic Masterplan' that is not permitted to look more than 10 years into the future is a misnomer. It cannot be 'Strategic'. Placemaking needs to look towards a new century, not decade.
SP9 b. ii. This reinforcement of certain elements of Hertfordshire's LTP4 creates a misbalance with that policy's requirement that "The needs of the motor vehicle are not ignored" (p.45) and "The policy is not anti-car and car use is recognised as being an essential part of the county's future transport system." (p.44)
SP9 a. In a planning environment where a Local Plan can be 10 years delayed, a 'Strategic Masterplan' that is not permitted to look more than 10 years into the future is a misnomer. It cannot be 'Strategic'. A 'Strategic Masterplan' for community placemaking needs to look towards a new century, not simply a new decade. How can appropriate infrastructure be planned on this basis? The results, with this restriction, can only be short-sighted, and risk expensive and irreversible short-term solutions that are not fit for long-term purpose.
SP9 b. ii. (p.44) Rural communities will be disadvantaged and cease to be able to operate if vehicle use is not given due consideration where it is necessary. For instance, the village of Knebworth already has a backlog of road infrastructure dating back 100 years to its Garden Village origins. Local roads to serve the Garden Village were planned, but not delivered when the community grew 20-fold. Strategic Masterplans should not be bound by a presumption against new local roads. Flexibility is required in addressing necessary vehicle use, and should be acknowledged in policy, before the otherwise positive principles of these modifications are introduced.

HCC welcomes the opportunity to provide comment on the Schedule of Further Proposed Modifications to the North Hertfordshire Local Plan 2011-2031.
HCC wishes to make the following comments which are in chronological order, mirroring the organisation of the document itself.
• MM043/FM065 - HCC welcomes the commitment to review the plan by the end of 2023.
• MM045/FM001 - HCC welcomes the added detail included in Policy SP9.
• FM067 - HCC welcomes the specific reference to secondary education provision for the Stevenage area requiring monitoring of demand to inform the local plan review.
• MM215/FM111 and MM216/FM112 - HCC acknowledges the modification in response to the hearing sessions and welcomes the need for a sustainable travel solution between the federated schools in Barley and Barkway to support these developments.
• MM219/FM114 - HCC agrees with the updated wording.
• MM227/FM123 - HCC considers that added wording included in modifications MM224 through MM226 of ‘Contribution towards expansion of Codicote Primary School’ ought to also be included for this modification in relation to Policy CD5.
• MM286/FM145 - HCC welcomes the removal of the wording ‘1FE’ to enable effective school planning based on the most up-to-date data available.
• FM 173 (para 13.300) - The policy should reference the west of the town rather the east in terms of new school provision
• FM190 - HCC welcomes Policy IMR2 and the commitment to an early Local Pan review.
