The Village Open Spaces highlighted on the map (page 32) do not represent all the places identified as designated Local Green Space (page 33).
Pirton Primary School Playing Field is not included in the designated Local Green Spaces and should not be included in Policy PNP6. The County Council would not support the inclusion of the school playing field as a designated Local Green Space as this may impact on any future proposals to expand the school.
The response is sent by Hertfordshire County Council (HCC) Property (Development Services) on behalf of HCC Services in response to the Pirton Neighbourhood Development Plan (2011-2031) - Regulation 16 Consultation.
PNP 6 - Local Green Spaces and Open Spaces (Page 32-34 of the document)
It is noticed that the Village Open Spaces are highlighted in green in the map illustrated on page 32 of the consultation document, however, these open spaces do not represent all the places identified as the designated Local Green Spaces on page 33 i.e. Pirton Primary School playing field. Without a key on the map it is not easy to identify which village open space is being referred to in relation to the designated Local Green Space(s) in the green table on page 33 and 34 of the document.
It would be helpful to put the site name on the Village Open Spaces map on page 32 for a clearer identification.
As mentioned above, after cross-referencing the Village Open Spaces (shown on the map) and the designated Local Green Spaces, the Pirton Primary School Playing field does not seem to have been included in the Local Green Spaces designated (on pages 33 and 34), and should therefore be excluded from Policy PNP 6. Please note that HCC raise no objection to such an exclusion. However, HCC would not support the inclusion of the school playing field as a designated Local Green Space under policy PNP 6, as this designation may impact upon any future proposals to expand the school.
PNP 9 - Community Facilities (Page 44-45 of the document)
It is noted that the objectives set out policy PNP 9 are:
1. To sustain and enhance community facilities for the benefit of all residents (including those with a disability).
2. To create and improve facilities specifically for young people, in conjunction with appropriate organisations both within and beyond the parish.
HCC has no comments to make on Policy PNP 9.

There are some differences for the map heading on Page 32 (Local Green Spaces and Open Spaces), the heading on the map on Page 32 (Village Open Spaces), the policy title on Page 33 (Local Green Spaces) and then the heading used in the table (Designated Green Space). The terminology for the local green spaces should be reviewed and a consistent approach adopted.
It would also be helpful to number the sites listed in the table on Page 33 and these numbers used on the map.

Object on the following grounds:
allocation of Local Green Space should not be used to restrict future sustainable growth;
do not consider that the evidence supporting a number of the proposed designations is consistent with all three tests required by paragraph 77 of the NPPF; and
no evidence produced to demonstrate how parcels of land designated as Local Green Space are considered to meet the necessary requirements.

It is illogical that the recreation ground should not form part of the village. The boundary should go around this area. Areas in proximity should be logical thinking also be included in the village boundary.
