Overall supportive in particular Policy BN H5 Framework for BK3 (f). However there are several suggestions that are shown on the Rights of Way Improvement Plan (ROWIP) that also require attention to improve the Rights of Way. As an example an historic route called Eve Way which connected Chelmsford with Baldock passes through Barkway Parish. This includes Barclay UCR1 which has a Definitive Map Modification Order to record it as a Byway Open to All Traffic (BOAT) as an exemption to NERC. It would be helpful to review the ROWIP suggestions and include some or all in this local plan.

Further to my comments on Policy BN H5 I suggest the ROWIP is reviewed for other improvements into the Rights of Way network as implied in this section.

Policy BN T4 Safe and Accessible Walking and Cycling Routes

I completely support the further provision of safe walking and cycling routes. However equestrians are also vulnerable road users and the provision of new and improved walking and cycling paths should also include them. By creating new bridleways and upgraded footpaths can ensure these routes are fully protected by the legal provision in the Rights of Way legislation.
