National Grid has identified high voltage overhead powerlines and underground high-pressure gas pipelines within the neighbourhood planning area. From the consultation information provided, the overhead powerlines and underground high pressure pipelines do not interact with any of the proposed development sites.

Natural England is a statutory consultee in neighbourhood planning and must be consulted on draft neighbourhood development plans by the Parish/Town Councils or Neighbourhood Forums where they consider our interests would be affected by the proposals.

We have reviewed the attached plan however Natural England does not have any specific comments on this draft neighbourhood plan.

If the Neighbourhood Plan changes and there is the potential for environmental impacts, Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) screening exercises may need to be undertaken.

HCC as Minerals and Waste Planning Authority seeks additional wording to the introductory paragraphs of the neighbourhood plan that recognises the adopted Minerals and Waste Local Plan documents forming part of the development plan for Preston.

The Minerals Planning Authority would reiterate what was previously outlined regarding minerals by stating that there is potential of sand and gravel at either of the Mineral Resource Blocks should the need arise.
