Note: this plan was submitted to NHDC June 2016, predating the NHDC Submission Local Plan, submitted to Government in May 2017. Therefore, it was, at the time of writing, aligned with/supportive of the strategic/saved policies of the NHDC Local Plan No.2, specifically, Policy 5 - Excluded villages:
Within the excluded villages of Codicote, Ickleford, Kimpton, Knebworth and Little Wymondley, the Council will normally permit development for housing, employment, service and community facilities ONLY IF the development proposed is compatible with the maintenance and enhancement of village character, and the maintenance of Green Belt boundaries as shown on the Proposals Map.

The Wymondley Neighbourhood Plan is fully compliant with the NPPF and PPG.

The Wymondley Neighbourhood Plan complies with Sustainable Development as it was submitted on 16th June 2016, and precedes NHDC's Local Plan.

The Wymondley Neighbourhood Plan complies with the strategic policies of NHDC and EU obligations. The NHDC local plan supports building on green belt land within the parish of Wymondley and does not prove exceptional circumstances to do so and was published after the WNP was already submitted.

I believe the plan is in accordance with the views of the residents to which the plan applies
By preserving the existing green belt in the parish to prevent the villages and hamlets being swallowed up into a neighbouring town: Stevenage, Hitchin and/or Letchworth.
By requiring improvements to flood risk management/improved draining to prevent another flood event as per 2014
By requiring Improvements to traffic management and air quality

I believe the plan is fully compliant with the National Planning Policy Framework and Planning Practice Guidance
I believe the plan complies with sustainable development
The plan complies with the strategic policies of NHDC's current local plan (not the submission local plan currently with the government inspector, which was published AFTER the Wymondley Neighbourhood Plan was submitted to NHDC in June 2016).

A neighbourhood plan has been produced on behalf of the Wymondley parishioners by the Wymondley Parish Council, which I am in full support of. The Wymondley Neighbourhood Plan has assessed each of the Basic Conditions and fully addresses them within its content.

A neighbourhood plan has been produced on behalf of the Wymondley parisheners by the Wymondley Parish Council, which I am in full support of. I understand that this plan is now under consultation to assess whether it meets the basic conditions and other requirements set out by law.
As I understand it, the basic conditions for Neighbourhood Plans are:-
* Having regard to national policies and advice contained in guidance issued by the Secretary of State, this includes the National Planning Policy Framework and Planning Practice Guidance;
* How does the plan contribute to the achievement of sustainable development;
* The general conformity of the plan with the strategic policies of the development plan for North Hertfordshire District Council; and
* The compatibility of the plan with EU obligations.

The Wymondley Neighbourhood Plan has assessed each of the above points, and fully addresses them within its content.

The Wymondley Neighbourhood plan supports Sustainable Development. The NP was submitted on 26th June 2016, and precedes NHDC's Local Plan.

The Wymondley Neighbourhood plan complies with the strategic policies of both the NHDC and their EU obligations. The NHDC local plan supports building on green belt land within the Parish of Wymondley and fails to objectively provide "exceptional circumstances" to do so. The NHDC Plan was published after the WNP had been originally submitted.
