I have lived in Pirton for over 40 years. The configuration of the roads around the village is quite unique in N Herts and is the main reason for its special character. I believe that the NP preserves this character while allowing for some development.

Support the Pirton Neighbourhood Plan, in particular the findings of the survey which show the community's preference for small developments.
I would like to offer my support of the Pirton Neighbourhood Plan. In particular, p.23 of the document headed 'Community Feedback' is of particular importance as the findings of the survey conducted are generally summarised as showing the community having 'a preference for small developments over the lifetime of the plan, providing adequate infrastructure is in place'.
To quantify this the plan document states that 46% of the community want fewer than 10 dwellings to be built at any one time, and 24% between 10-25.
Given that the Cala Homes proposal does not consider, nor provide for adequate and improved village access and infrastructure during its development or beyond, I would vote for the addition of fewer than 10 dwellings at the Elm Tree Farm/ Holwell corner development.

The Neighbourhood Plan has the potential to be an effective and positive way of protecting the interests of the village.
Concerns about the structure of the plan/committee and how it will be governed afterwards.
I am writing to express my thoughts surrounding the Pirton Neighborhood Plan Committee.
Firstly, I would like to say that I believe the idea of having a Neighbourhood Plan has the potential to be an extremely effective and positive way of protecting the best interests of the village I have lived in for all of my life. I do, however, also have some concerns as to the structure of the plan/committee and how it will be governed moving forwards.
A Voice for the Village
From my understanding, the Pirton Neighborhood Plan should act as a voice for the village as a whole, and look to reflect the general views of the village as a collective, rather than of a handful of members/the people on the committee and their friends. Currently, as I understand it the Pirton Neighborhood Plan is made up of particularly one-dimensional members who only have one mind-set: stop all development, of any kind, no matter what. For people of my own age (18-30) who are potential first time buyers, buying in and staying in the village is near enough impossible in the current climate. Would new development help people in my situations prospects? Yes, greatly, and I know there are numerous more people just like me, who do not currently have a voice to sound our concerns on the committees who have been set out up until now, or on the proposed Pirton Neighborhood Plan.
Rather than the current Governors of the village relaying the same messages to the rest of the village - that development will only bring doom and gloom to the village with absolutely no benefits to anyone, I request that there should be a voice of some kind educating people with a more balanced, rounded set of opinions rather than simply dismissing anyone that welcomes the discussion of potential development, even if with genuine reason.

Overall, the plan is a reasonable compromise based on the views of the village.
Having attended the first village meeting about the subject, I followed the early work on the preparation of the Pirton Neighbourhood Plan. I noted the distribution and collection of the Village Questionnaire and attended the consultation meetings.
I submitted my critique of the draft plan and have noted that various views were expressed by others during the process of developing the plan.
Taken overall, the latest edition of the plan is a reasonable compromise based on the views of the village
As far as I can see, the Pirton's Neighbourhood Plan takes account of national policies and the advice contained in guidance issued by the Secretary of State.
As far as possible, Pirton's Neighbourhood Plan takes into account the need for sustainable development.
North Hertfordshire District Council has not issued a Local Plan for the period up to 2031, but the Pirton Neighbourhood Plan is likely to be compatible with NHDC's future guidelines.
The need for the Pirton Neighbourhood Plan to be compatible with EU obligations now seems somewhat academic.
In my opinion the plan should be approved and moved to the next stage of the development process with the only changes being those which are absolutely essential.

Concern that any expansion of the village will result in farms and land being lost to development of houses.

I am writing to express that myself and my husband do not support the above plan.
We have lived here for many years and our children were born and raised here. There is a huge concern amongst ourselves and local residents that any expansion of our village will result in valuable farms and land being lost to development of houses. Our farms in village are very valuable as many of us have horses and keep our horses locally and have been so for many many years. We also have fantastic wildlife, like woodpeckers, barn owls, and Red Kites just to name a few. To lose an asset like this will be such a loss and with other livery yards in surrounding areas being full it will mean that we have to travel miles, or move.
My child is in the local pony club and enjoys riding not only at the farm but also around the village. I worry that if we develop this quiet little village it will become a dangerous place for her to safely ride out.
I understand that houses need to be built somewhere but I do not think that Pirton is suitable as we are a small village and amenities, roads would not cope and would cause impact on our way of life and on nature.

Hopeful that the neighbourhood plan will help protect the community against further, badly thought through development.
Please accept this mail as confirmation that I support the above plan which is currently in Regulation 16 Consultation. My only regret is that it was not put in place at an earlier stage, so that the residents of the village had a wider influence over more of the many negative aspects impacting those living immediately beside the Holwell Turn development. I disagree with the proportion of new housing that NHDC is imposing on the village an the effect this will have on our community, and the size of the extension of the development boundary. I am hopeful however that this plan will help to protect this community against further inappropriate and badly thought through planning consent.
