I strongly object to the outline North Hertfordshire Local Plan 2011- 2031 especially the sites EL1, EL2 and EL3 which affect the areas of Cockernhoe, Mangrove Green, Tea Green, Copthorne, Rochford Drive, Putteridgebury, Wandon End, Wigmore and Brick kiln Lane, for the following reasons: Please tick all of the issues that concern you (all if necessary!) .The 'New Neighbourhood Planning Infrastructure Bill 2016' states that it supports the Government's ambition to deliver one million new homes, whilst protecting those areas that are valued most, including the Green Belt. This area is Green Belt and the application does not meet the 'Very Special Circumstances' required to build on it as stated in paragraph 80 and 83 of the National Planning Framework and also the House of Commons briefing note on Green Belt. The Green Belt boundaries should not be amended in response to individual planning applications (The National Planning Policy Framework, Paragraph 83).

There are 205 dwellings in Cockernhoe, Mangrove Green and Tea Green currently. An additional 2100 dwellings will be an increase of 1124%. This development is completely out of proportion to all other developments in the district - these villages and communities will cease to exist.

1.Of these additional dwellings 150 are for North Herts, the remaining 1950 are to meet Luton's supposed unmet needs , a number which hasn't been qualified when challenged.

There is no planned improvement to the already stretched roads/infrastructure: Crawley Green Road and Eaton Green Road are backing up over 750 metres at their junctions with Airport Way during the rush hour, without the addition of a further 5000+ vehicles. The roads through the airport are often gridlocked and with the growth of passengers at Luton Airport, currently 12.75 million (2015) with a projected increase year on year to 22 million by 2030 this is set to worsen. Stockingstone and A505 suffer equally.

There is no planned improvement to the already stretched roads/infrastructure: The traffic Survey carried in 2015 was not done to industry standards i.e. for a month and also the results of this survey showed a negligible or nil effect on local congestion when the results, and thus the underpinning of the proposal, were based on a road that doesn't exist, hasn't been proposed and has been stated by the council that there is no money to develop.

There is no planned improvement to the already stretched roads/infrastructure: In the shorter term, the projected airport development / business park / light industry, will attract a further 7,000 employees (ref. LBC). The roads cannot cope with this increase in vehicles.

There is no planned improvement to the already stretched roads/infrastructure: The two country lanes with insufficient passing places which lead out of the site into North Herts are already being used as dangerous rat-runs. This will increase as residents seek to access the M1 via Lilley Bottom and Lilley, and seek to access Hitchin/Stevenage through Offley.

2.The paths and woodlands are used by villagers and people from neighbouring Luton as a leisure area for walking/running/cycling. These will be destroyed despite the national push to encourage people to keep fit.

3.In the presentation of the local plan Councillor Levitt stated that "the development plays a key role in supporting the growth of our economy planning for the right type and number of homes, in the right place to create sustainable communities" How can a development only linking north Herts by two single track lanes be considered as a sustainable community?

4.There is sufficient brown field land in Luton to accommodate 'Luton's Unmet Need' at the same housing density as this proposed development.

5.Teeming wildlife, owl, bats, deer, etc., will be displaced. Wildlife corridors are no substitute

In addition to the above the reason I feel most strongly that this development should not go ahead is -
These villages are not equipped to cope and you are overloading all of the structures and commodities in this area

I strongly object to this proposed residential development for the following reasons:
* This proposal would destroy a large amount of North Hertfordshire's Green Belt land, including large swathes of prime countryside which is designated of special significant landscape value. Government policy on Green Belt land is completely ignored in this proposal. The fundamental aim of Green Belt policy is to prevent urban sprawl by keeping land permanently open.
* In March and October 2014, the Government updated its online Planning Practice guidance on the policies in the NPPF. This makes it very clear that unmet housing need in a particular area is unlikely to meet the "very special circumstances" test to justify Green Belt development. It also confirms that local authorities have the ability to "safeguard their local area against urban sprawl and protect the green lungs around towns and cities". The government said that it wanted to make planning policy clear that housing need does not justify the harm done to the Green Belt by inappropriate development. This development does not meet the "very special circumstances" test and would seriously harm the Green Belt.
* North Hertfordshire District Council seem intent on allowing their land to be used for building a large number of houses for Luton's alleged unmet housing need, but there is evidence available which clearly indicates that they are not required. .
* If this development went ahead, the ancient villages of Mangrove Green and Cockernhoe would be swamped and lose their individual identity and destruction of local community values
* There will be a devastating impact on wildlife in the area.
Green spaces are essential to the health and well-being of the population but this proposal would mean that access to the countryside for relaxation, recreation and tranquillity will be severely reduced. Many miles of country footpaths enjoyed by many and not least including Luton residents will be concreted over. Plans for green areas within the development will not compensate for this huge loss of green spaces.
* The road infrastructure in the area is already unable to cope with current levels of traffic. Roads into Luton, Luton airport and those which access the M1 are gridlocked at certain times of the day at present. This will be further exacerbated if this development went ahead.
* There are already long tailbacks of vehicles at both the Luton and Hitchin ends of the A505 with frustrated drivers taking to inadequate country lanes to try and avoid the worst bottlenecks. This continues through this part of Luton and towards the motorway. Further development will significantly exaggerate this, increasing danger to pedestrians and the many local school children who walk to school.
* Many local roads in the vicinity of the proposed site are narrow country lanes with single track stretches and they too will be unable to cope with increased traffic, particularly public transport vehicles and large delivery vans and lorries which will be required to serve the development.
* The proposals on transport infrastructure in the application do not do enough to assure us that they will mitigate or improve the problems outlined here. Further independent assessment and research should be undertaken before outline planning permission is granted.
* Local schools at Cockernhoe and Wigmore are already oversubscribed. The application does not indicate where the additional children will be educated.
* Emergency services will struggle to access and serve the community.
* There are no realistic plans for increased provision of essential services such as GP surgeries, hospitals, emergency services, police and adequate public transport. The number of dwellings in this proposal means that all these services will require more resources.
* This proposal is for 660 dwellings. This is an overwhelming number for such a small area. A development of this size in such close proximity to an expanding airport with its associated noise and pollution will not provide a good, healthy lifestyle for the residents.
Ancient bluebell woods will be completely over-run and risk destruction by additional residents new to the development.
I walk and bike in this area with my family, to keep fit and see the wildlife.
Do not let it be destroyed.
I sincerely hopes that these objections will ensure that this application is rejected

I chose to live in a rural area because I enjoy the peace and quiet that brings. I am all for considered development of villages as we have seen in Great Offley but this proposal is anything but that. Luton has plenty of brown field sites that can be developed. And most importantly current extinction rates are 1000 times higher than natural background rates (see WWF data http://wwf.panda.org/about_our_earth/biodiversity/biodiversity/) and this kind of development only makes things worse.

The incomprehensible change this will make to congestion within Luton, I live and work under 7 miles apart yet my journey currently takes anywhere between 45-75 minutes.

Literally thousands of local residents will see an adverse impact on all aspects of daily life, traffic gridlock, school places limited, open countryside destroyed, overcrowding, doctor and dentist spaces and appointments even more difficult to get, supermarket capacity and parking stretched at peak now, getting from one side of Luton to the other long lines of queued traffic, getting to the m1 or a1 long lines of traffic during peak. Village life destroyed. Inappropriate development for the size of the villages. Putting high rise next to copthorne detached houses. Lack of shops and places to eat now let alone with all these extra properties.

Having worked (and lived) in Luton in one of its small, understaffed and oversubscribed healthcare services, I know that this level of increased population will put an incredible amount of strain onto these services, in addition to the strain! already being felt. You cannot have this many new community members with absolutely no new services and amenities for us all to use. You cannot get an urgent appointment to see a doctor within three weeks at present - this will only worsen, causing patients pain in the meantime and service providers under immense pressure. I firmly believe Luton unable at present to support any new community members in this location and this must change if these houses are to be built.
Additionally, my entire family struggle with leaving and getting into Luton during rush hour. They often use these back roads where the proposed site will be and this usage will increase if people's homes are built there. It is so incredibly congested at present and this will only be made worse by this build. It is time to reconsider and thoroughly re-plan.

Our dogs as well as many others love waking in the fields, this is the main reason why we live where we do and why we have dogs, we are close to many fields which mean we can take the dogs away from danger such as traffic. There are 205 dwellings in Cockernhoe, Mangrove Green and Tea Green currently. An additional 2100 dwellings will be an increase of 1124%. This development is completely out of proportion to all other developments in the district - these villages and communities will cease to exist.

1.Of these additional dwellings 150 are for North Herts, the remaining 1950 are to meet Luton's supposed unmet needs , a number which hasn't been qualified when challenged.

There is no planned improvement to the already stretched roads/infrastructure: Crawley Green Road and Eaton Green Road are backing up over 750 metres at their junctions with Airport Way during the rush hour, without the addition of a further 5000+ vehicles. The roads through the airport are often gridlocked and with the growth of passengers at Luton Airport, currently 12.75 million (2015) with a projected increase year on year to 22 million by 2030 this is set to worsen. Stockingstone and A505 suffer equally.

There is no planned improvement to the already stretched roads/infrastructure: The traffic Survey carried in 2015 was not done to industry standards i.e. for a month and also the results of this survey showed a negligible or nil effect on local congestion when the results, and thus the underpinning of the proposal, were based on a road that doesn't exist, hasn't been proposed and has been stated by the council that there is no money to develop.

There is no planned improvement to the already stretched roads/infrastructure: In the shorter term, the projected airport development / business park / light industry, will attract a further 7,000 employees (ref. LBC). The roads cannot cope with this increase in vehicles.

There is no planned improvement to the already stretched roads/infrastructure: The two country lanes with insufficient passing places which lead out of the site into North Herts are already being used as dangerous rat-runs. This will increase as residents seek to access the M1 via Lilley Bottom and Lilley, and seek to access Hitchin/Stevenage through Offley.

2.The paths and woodlands are used by villagers and people from neighbouring Luton as a leisure area for walking/running/cycling. These will be destroyed despite the national push to encourage people to keep fit.

3.In the presentation of the local plan Councillor Levitt stated that "the development plays a key role in supporting the growth of our economy planning for the right type and number of homes, in the right place to create sustainable communities" How can a development only linking north Herts by two single track lanes be considered as a sustainable community?

4.There is sufficient brown field land in Luton to accommodate 'Luton's Unmet Need' at the same housing density as this proposed development.

5.Teeming wildlife, owl, bats, deer, etc., will be displaced. Wildlife corridors are no substitute

In addition to the above the reason I feel most strongly that this development should not go ahead is -
All the green areas are being built upon such as on Handcross road, Someries. This will affect everyone in the area not just for those who walk, but also those who drive as there is only two ways into the area.

I object strongly to the above Local Plan. I am particularly concerned about sites EL1, EL2 and EL3 (PA 16/02014/1 is included within this plan and is under consideration at the moment). The Local Plan will affect various settlements including Cockernhoe, Tea Green and Mangrove, Brick Kiln Lane, Putteridgebury, Wandon End, and Wigmore area.

My objections commence as follows -
1. INFRASTRUCTURE - UNABLE TO COPE
Roads within the given areas are under extreme strain already. Gridlock is common! Indeed there are roads used in the plan which are nothing more than narrow lanes! Speed, when drivers are under pressure due to frustration will cause fatalities. Traffic studies appertaining to this plan have proven to be totally inadequate. In the light of this, re-evaluation with professional, FAIR submission of figures is needed and is requested.

Correct Government controlled POLLUTION Studies are also requested for health safety of residents in the area. Correct figures can surely only be when the current EXPANSION of LONDON LUTON AIRPORT is complete? It is inevitable that with this expansion comes NEVER ENDING CONGESTION AND ADDITIONAL TRAFFIC, POLLUTION AND ITS EFFECTS, plus NOISE!!! All on the doorstep of this NHDC Local Plan!
Theory and words are all too easy from our planners - only practice brings forth the difficulties, which in this case will be all too late!

1A. INFRASTRUCTURE - MEDICAL, EMERGENCY SERVICES, POLICING, SCHOOLS All the above are already absolutely under strain to this side of Luton. Can we be assured of extra adequate emergency and policing to cover the extra needs? Doctor's surgeries are a necessity and will be therefore needed for a large proportion of extra patients within the area - where will they register? Residents are completely frustrated at present with the inability and waiting to see their doctor when required.

SCHOOLS
Again, presently totally oversubscribed and under strain. Planners mention Cockernhoe, Someries and Wigmore Primaries. This must be a joke! Education for our children is so important. It is debatable how additional numbers can possibly be dealt with and be beneficial, and not detrimental and difficult to all concerned.

SHOPS
Consumers need adequate provision on a daily basis. This matter is not adequately addressed within the Local Plan. (The mention of a tiny, unattractive parade of a few shops situated in West Way, which is outside the suggested distance for shopping facilities, is laughable!)


2. LOSS OF GREENBELT
Land adjoins an AONB, so there are conservation issues - impact on wildlife and habitats, flora, and archaeological heritage. These are all paramount! Building on land adjoining an AONB is not advisable, as per government guidelines. It will destroy the visual and natural protected benefits within its boundaries.

Loss of this GREENBELT land should not be dismissed lightly. It's health and outside activity benefits for all in the area and beyond should not be taken away! (Health problems following sedentary lifestyle being, another government issue at present).

The villages nearby will lose their identities becoming part of Luton's urban sprawl. The government clearly does not advise this and states just that


3. CURRENT EXPANSION OF LONDON LUTON AIRPORT The additional NOISE, POLLUTION and CONGESTION increase is already underway! The final figures on all the mentioned will not be truly known u till completion. It is ludicrous and insane to even consider additional building to the East of Luton under these circumstances.

Another concern is the SUDS which are included in the NHDC Local Plan. There are rules in place to prevent BIRDSTRIKE where an airport is in existence. The distance of these SUDS suggested in proximity to an airport is 13 km. This Local Plan places SUDS on land, some of which is arable, (migration etc) and of which is very near to London Luton Airport. Who is responsible should BIRDSTRIKE occur?


4. BROWNFIELD SITES SITUATED IN LUTON
The Government states that brownfield sites should always initially be used before GREENBELT and green spaces. There are enough brownfield sites within Luton's OWN boundaries and they should be used before destruction of 'once gone, never to return ancient GREENBELT'! We SHOULD NOT and DONOT NEED this land outside of our own Luton boundaries! LBC should not and does not need to have accepted such a proposal!

The calculation of the number of New Homes needed within the area of Luton is questionable. LBC and NHDC should surely consider BREXIT? In the case of LBC it has always been debatable, without immigrants leaving. Are the numbers now reliable and correct?

I hope you are able to consider these points when dealing with the above NHDC Local Plan 2011 - 2031.

I wish to object to the proposed Local Plan on the following grounds:

Transport infrastructure:
The area between Hitchin and Luton mainly consists of small single lane lanes which are already heavily used There is no spare capacity to support any additional housing They are already subject to gridlock at peak times. Increasingly they are also used by heavy vehicles who are destroying the roads themselves and also jamming the lanes for other users The routes into and out of the area are through a series of choke points. The route for example between Hitchin and Stevenage and through Luton are regularly gridlocked for considerable periods.

Other infrastructure:
Water :
The Secretary of state has already declared this to be an area in water shortage and has required every property to fit water meters because of this . Government has already therefore demonstrated that it would be foolish to overload an already poor water supply with additional people and housing.

Schools and Hospitals:
School and hospital facilities are already overloaded and subject to waiting lists Increasing the population of the area by vast numbers would completely overload local infrastructure. No funds are available to expand these facilities.

Luton's needs :
Luton has already identified not only series of brownfield sites but also areas near Houghton Regis for expansion. These areas are not of scientific interest or scenic beauty and also, being flatter, are more suitable for housing and its infrastructure . It makes a great deal more sense to use these sites rather than allocating sites in a different county and in a scenic area of scientific interest.
Given that permission has already been granted for these sites, Luton's needs are not exceptional and do not justify removing Green Belt Status from the area.

Food Security ;
The land in the area is high grade agriculture land which is important to the food security of the British state . As an island Britain cannot create additional land and consequently good quality land should not be used . IN this case as the previous paragraph demonstrates there is no need since sufficient land is already available from brownfield sites and other parts of Bedfordshire.

North Herts District Council appears to support this solution at least in part because it will be politically expedient to allocate a large proportion of its targets with central government and has therefore acted improperly in that it has allocated this particular area an unreasonably heavy burden in terms of the numbers of potential developments.
