We commend the detailed historic environment assessment. HGT is currently researching historic parks and gardens (not on the HE Register) in North Herts and we have Delamere House and The Priory as possible historic gardens. Certainly, both had historic orchards and other grounds in the late 19th century. As no mention is made of historic parks and gardens of local importance within the documents, we suggest that a note is added so that any historic P&G identified can be included in the policies protecting both green infrastructure and heritage assets.

The Plan attempts to mitigate any negative effects of development on the natural environments and seeks to protect green spaces, hedges, trees, biodiversity and the current flora and fauna of Little Wymondley particularly, in line with Green Party policies. We support environmental assessment at baseline.

Detailed comments for paragraphs 6.24 and 6.31

Paragraph 6.24 is not accurate with regard to the use of integrated units as the only option for bat and bird (swifts, martins) structures. This is not regarded as widespread and accepted best practice.

Paragraph 6.31, the control of light pollution affects all ecological considerations, from species to habitats, whatever their function within the landscape. Focus on limiting the impacts of this is important, not the emphasis on corridors alone.

It is important that the plan properly identifies these designated heritage assets, and that the strategy you put together for this neighbourhood area safeguards those elements which contribute to the importance of all those heritage assets. This will assist in ensuring they can be enjoyed by future generations of the area and make sure the plan is in line with the requirements national planning policy.

The neighbourhood plan is an opportunity for the community to clearly set out which elements of the historic character and appearance of the parish as a whole are considered important, and provide specific policies that protect the positive elements and address any areas that negatively affect that character and appearance. We suggest that the historic environment section of the plan could be strengthened in order to achieve this and, in the absence of a Conservation Area Appraisal, this could be underpinned by a local character study or historic area assessment of the parish. This could be included as an appendix.
